Issue to manage multiple clients

Anyone has any idea about this issue? It is a bug? I notice that someone had posted the same situation on Jan 2024.

Issue with New User Setup - Clients Not Listed

Good afternoon! I’m currently facing an issue when creating a new user and adding clients. Unlike the administrator account, the system doesn’t list all clients for me to select and configure. I’ve attached some screenshots for reference, and I suspect it might be a bug on the server.
