UrBackup 2.5.18+ Server doesnt work on WS 2008 R2

i try to update to never version using full EXE installation (2.5.18-2.5.21) from 2.5.17 and every instlalation stops on

2021-07-01 19:57:44: ERROR: Loading DLL “urbackupserver.dll” failed. Error Code: 127

when try MSI, only loading and status bar on port 55414 shows, till 2.5.17 it works normally

is the support for WS2008R2 removed?
