I see the idea behind this, however the clock ends at 23:59, so what is “24” as that’s the same as “0”? so will 0-23 do the same 0-24 / 1-24)? how is the time calculated?

It seems that for hours a:b defines the interval [a,b) or for real x, a<=x<b so 0:23 defines midnight to 11pm whereas 0:24 defines the whole day.
It is inconsistent with days though where a:b is the interval [a,b] i.e. a<=x<=b and 1:7 is Monday to Sunday
Maybe this is what causes the confusion.
