New maintainer for the Chocolatey packages

Hello folks,

just wanted you to know that I have picked up maintenance of the Chocolatey packages for UrBackup. The old maintainer signed off two years ago.

The Client package for version 2.5.23 is currently going through moderation, and I will update the Server package within the next couple of days.

Also the package code is now open source, so if anyone is interested in helping out: Feel free.

Quick update: The new packages got approved, subsequent UrBackup updates have already been implemented and I have polished the packages according to Chocolatey best practices.
