For the live migration option, can it be used to migrate between Windows servers by transferring files to a share on the server to be migrated to? The way it is phrased in the manual it seems like it is only meant to work on local storage.
Should work (if the user the service is running as can access the share). I have only tested it on FreeBSD/Linux though, so perhaps there are Windows issues in general.

No luck. The Windows version does not appear to pick it up. I am wondering if it is possible to set up hard links on a file share? Are there any logs that I can provide?
Uroni, I’ve have noticed several times that you claim you do not have access to Windows OS to test things people ask about on here. Microsoft gives out free copies of VM’s pre-loaded with Windows OS’s that can be used for testing for at least 90 days. I would encourage you to take a look at these offerings, so that you can become more familiar with the Operating Systems that your users are more accustomed to.
