How can I “completely” remove all remnants of UrBAckup (Linux server with Windows clients) ?
I’ve tried it a couple times but there are always some remnants remaining that get included when I re-install.

If you are using Debian/Ubuntu
apt-get remove --purge urbackup-server
should do it.
Otherwise you could also delete
/var/urbackup
or
/usr/local/var/urbackup
