Tested this on various machines. When using google Chrome to access my cloud based server, the top +/- 30mm or so of the page content gets “cut off”, and this means one cannot access the menus.
When using firefox, it’s 100%.

Irrespective of the screen resolution, stays the same. So, when you try access the “Settings” menu, the entire top menu options are not there:
