Does UrBackup automatically exclude virtual file systems like /dev and /sys? Or should they be excluded manually?

Why don’t you use snapshots? Snapshot mounts without (virtual file systems like /dev and /sys).
If you don’t use snapshots exclude this folders manually for be sure that they will be exclude.
Excluded files (with wildcards): /dev/*;/run/*;/sys/*;/proc/*

Assuming virtual file systems do not have to be excluded manually when a file system at / was added with the -x option.
