Here the solutions:
In MS Windows 2012 R2 after full update (so system says “There aren’t updates for you”) install patch Windows8.1-KB2919355-x64.
Reboot (important this).
Now system update say “215 important updates for you”.
Reboot.
Install updated vc_redist.x64 (or restore a previous installation).
Now files are in correct places.
