Update to 2.3.7 stalling

My update install to 2.3.7 server is stalling on the VC Redist. install.
Uninstalled and tried to reinstall and it is stuck on Output folder: C:\Users\ADMINI~1.DOM\AppData\Local\Temp\1
Extract: vc_redist_2015.x64.exe… 100%
Execute: “C:\Users\ADMINI~1.DOM\AppData\Local\Temp\1\vc_redist_2015.x64.exe” /q /norestart

Downloaded the msi installer and it worked.
